Dr. Hy Bloom (Canada)

  

hy140bDr. Hy Bloom, B.A., LL.B., M.D., F.R.C.P.(C) is a director of workplace.calm, inc., consultants in Workplace Conflict and Violence Prevention and Management, and is an associate of the Central Branch of the PSILEX Group, Consultants in Behavioural Sciences and the Law. He is also a part-time staff member of the Law and Mental Health Program of the Centre for Addiction and Mental Health (CAMH) in Toronto, an Assistant Professor in the Department of Medicine at the University of Toronto, an Assistant Clinical Professor in the Department of Psychiatry at McMaster University, and an Adjunct Faculty Member in the Faculty of Law at the University of Toronto.

Dr. Bloom received his LL.B. from McGill University in 1978, and was called to the Bar in Ontario in 1978. He obtained his M.D. from McMaster University in 1984, his Fellowship in Psychiatry from the Royal College of Physicians of Canada in 1989, and his Fellowship in Forensic Psychiatry from the University of Toronto in 1990.

He has published extensively on a number of topics in psychiatry and the law. His most recent books include Mental Disorder and the Law: A Primer for Legal and Mental Health Professionals (Toronto: Irwin Law 2006), Mental Health Courts: Decriminalizing the Mentally Ill (Toronto: Irwin Law 2007), and Essential Writings in Violence Risk Assessment and Management (Toronto: CAMH 2007). He and a colleague are in the process of editing a book entitled A Comprehensive and Practical Approach to Mental Disorder and the Law forthcoming from Irwin Law.

Dr. Bloom is an Alternate Chairperson of the Ontario Review Board (ORB), and serves as the ORB’s Psychiatric Resources Coordinator. He is also a psychiatric member and Alternate Chairperson of the Nunavut Review Board, and on the Chair of the Child Psychotherapy Foundation of Canada

He has served as a psychiatric consultant to a number of public and private sector organizations on the subject of workplace conflict and violence, and has lectured and written on the topic. Dr. Bloom is lead author on two first-of-their-kind tools for assessing a worker’s potential for violence in the workplace (the Employee Risk Assessment-20 (ERA-20)), and assessing the workplace for systemic risk (the Workplace Risk Assessment-20 (WRA-20)), respectively. More recently, in 2008, Dr. Bloom was appointed to the Mental Health and the Law Advisory Committee of the Mental Health Commission of Canada.
